Dressing is to cover ones nakedness Genesis 3:9-11 & 21 (see vs. 10-11, 21)

Inner garment: This is the garment or clothing worn on or near or next to the skin e.g. underwears etc.
Outer garment: This is the garment or clothing worn on the inner garment. The outer garment or clothing is the upper garment and the lower garment. The upper garment is worn on the upper half of the body (i.e. from the neck to the waist or below the waist) that covers the chest e.g. top shirt or dress; while the lower garment or clothing covers the lower part of the body (i.e. from the waist to leg)

Examples of the lower garment or clothing that cover the lower part of the body (i.e. from the waist to leg)
Skirts: This is a garment or clothing that fastens at the waist and hangs down around the legs. Male wears shirts, which is different from that of the female skirts Deuteronomy 22:5, 1 Samuel 24:1-5 & 11 (see vs. 4-5), Psalm 133:1-2
Breeches (i.e. trousers):This is a garment or clothing extending from the waist to or just below the knee or to the ankle, and covering each leg separately. First, breeches (i.e. trousers) were made for Aaron and his sons in the priest's office to cover their nakedness Exodus 28:40-43 (see vs. 42), 39:27-29 (see vs. 28), Leviticus 6:8-10 (see vs. 10), Ezekiel 44:17-18. Later breeches (i.e. trousers) became a male dressing, not female dressing Daniel 3:19-21 (NASB & NIV)

Abuse of fashion 1 Corinthians 7:31
The attire of harlot (i.e. sexy clothes): These are clothing that is revealing or skimpy (i.e. small, short or tight etc) making it possible to see more of the body (i.e. parts of the body) than with the conservative clothing Proverbs 7:1-10 (see vs. 10)
Ornaments e.g. earrings, jewels etc of gold and painting of face (i.e. make up) Judges 8:24 (NIV), 2 Kings 9:30, Jeremiah 4:30, Ezekiel 23:40)
The Hair 1 Corinthians 11:1-16 (see vs. 16, 2 Thessalonians 2:15, 3:6), 1 Timothy 2:9, 1 Peter 3:1-6 (see vs. 3-5)

Why is the Bible on more of how women should dress? 1 Timothy 2:9
• The woman is the rip of the man Genesis 2:21-22
• Also the woman is the bone and flesh of the man. In marriage, the man and woman shall be one flesh. In the house (especially in the bedroom), the woman (i.e. the wife) should dress sexy to her husband Genesis 2:23-25, 1 Corinthians 6:15-20
• Also the woman is the glory of the man 1 Corinthians 11:7
NOTE:
• The word “her” (i.e. a woman) is used for a nation Lamentation 1:8-9
• For the church, it is used as wife or bride (i.e. a woman) Ephesians 5:22-33 (see vs. 28-30, 33)
